According to Joint Ministerial Decision 613/2018

A special bar code marking (barcode) is established for the printed editions of magazines and newspapers, periodicals and daily press, which includes the International Unique Serial Number used to record the periodical editions (ISSN).

Natural or legal persons who publish newspapers or magazines are required to insert a special bar code marking (barcode) in each issue or sheet in a clearly visible external part of the form.
